The Permit Board on Environmental Quality has reissued the statewide Ready-Mix Concrete General Permit (MSG11). This permit covers the State of Mississippi and authorizes the discharge of process wastewater, industrial storm water, and the construction and operation of air emissions equipment from ready-mix concrete facilities that fall under the Standard Industrial Classification (SIC) codes of 3271, 3272, and/or 3273. This general permit will be active for a five year period. This general permit will replace the previous general permit that expired November 30, 2025. The general permit can be found HEREthe Recoverage Form can be found HERE, and the detailed instructions for the Recoverage Form can be found HERE.  For a Ready-Mix Concrete facility to remain covered under a valid general permit, the Recoverage Form must be completed and submitted to MDEQ within 60 days of the date of the Letter of Instruction that will be emailed to you.   You can submit electronic applications for general permit coverages or recoverages HERE .

Ready Mix Concrete General Permit

The Ready-Mix Concrete General Permit (RMCGP) authorizes permit coverage recipients to construct and operate air emissions equipment and to discharge process wastewater and storm water in accordance with limitations, monitoring requirements and other conditions set forth in this permit. Facilities requesting coverage under this permit must operate under one of the following Standard Industrial Classifications (SIC).

SIC 3271 – Establishments primarily engaged in manufacturing concrete building block and brick from a combination of cement and aggregate.

SIC 3272 – Establishments primarily engaged in manufacturing concrete products, except block or brick, from a combination of cement and aggregate.

SIC 3273 –Establishments primarily engaged in manufacturing portland cement concrete manufactured and delivered to a purchaser in a plastic and unhardened state.
