In 2026, MDEQ’s wastewater operator certification program transitioned from our existing wastewater examinations to the standardized wastewater examinations developed by our testing partner, WPI. These new exams are developed in conjunction with a volunteer team of wastewater professionals from across America who act as subject matter experts for test question creation, and these questions are compared against a Need-to-Know-Criteria for each level of examination. Job analyses and psychometric analyses are conducted as part of the exam development process to ensure that these exams are relevant to the real work operators are doing on the job, and that the exams are fair and unbiased. WPI’s standardized wastewater exams are used in the wastewater certification programs of many states and territories, as well as internationally. We believe that these new examinations will serve as more accurate evaluations of potential operators’ understanding of the wastewater field as it exists today, as well as being more closely relevant to their duties on the job. Permitting and Regulations
e-Reporting

On this page you will find links and information for setting up a CDX account to submit to NetDMR, guidance on monitoring and submittal, and a FAQ.

Sanitary Sewer Overflow (SSO) or bypass reports are now required to be submitted in NeT-SewerOverflow. A CDX account is required. For getting started with NetSSO, refer to our guidance doc. In the event of any sewer overflow, operators should verbally notify MDEQ within 24 hours, and submit a completed report in NeT-SewerOverflow within 5 days. Verbal reports should be made to your regional Operator Trainer or directly to the Regional Facilities Staff overseeing your county.
