On November 11, 2022, EPA announced proposed updates to the November 2021 proposed rules in 40 CFR Part 60 affecting Crude Oil and Gas facilities.  The updates include the addition of proposed regulatory text.  Subpart OOOOb will affect facilities constructed, modified, or reconstructed after November 15, 2021, and will establish emission standards for methane, volatile organic compounds (VOCs),  and sulfur dioxide emissions.  Subpart OOOOc will establish emissions guidelines for states’ use in developing state plans to control methane and will affect existing sites built on or before November 15, 2021.
