New Regulation Citation Form

Below is a chart displaying how some common citations for the old regulations have changed. Notice that the order of SW-1 and SW-2 has switched in the new regulations. The following examples show how the citations have changed.

1) The citations in the chart below are general citations, and therefore each citation form is different than when citing to a specific rule. For example, when citing to WPC-1 Chapter One in the old permit, the permit writer will now cite to:

11 Miss. Admin. Code Pt. 6, Ch. 1, Subch. 1.

2) If the citation is more specific than any of the citation forms listed in the chart, then everything after the part number should be dropped, and the specific rule should be added. For example, when citing to WPC-1 Chapter One Section IV.A.3(a)(1) in the old permit, the permit writer will now cite to:

11 Miss. Admin. Code Pt. 6, R. 1.1.4.A(3)(a)(1).

3) It is important to look up the specific rule when changing any citations from the old form to the new, because the section numbers may have changed. For example, when citing to APC-S-1 Section 3.4(a)(2) in the old permit, the permit writer will now cite to:

11 Miss. Admin. Code Pt. 2, R. 1.3.D(1)(b).

4) If the permit cites to an appendix, exhibit, table, or figure, the permit writer will use the following abbreviations:

Appendix = App.
Exhibit = Ex.
Table = Tbl.
Figure = Fig.

5) If one of those is attached to a chapter or subchapter, the permit writer will add it to the end of the citation. For example, when citing to Appendix I of SW-9 in the old permit, the permit writer will now cite to:

6) If a table or figure is within an appendix or exhibit, or a similar situation occurs, the permit writer will add the appendix and then the table to the end of the citation. For example, when citing to Table A within Appendix I of SW-9 in the old permit, the permit writer will now cite to:

7) If the appendix, exhibit, table, or figure is attached to a specific rule instead of an entire chapter or subchapter, the permit writer will add it after the rule citation. For example, when citing to Table 1 of SW-2 Section 8 in the old permit, the permit writer will now cite to:

8) The periods, commas, and spaces are important in the citations. It is also important to remember to place a period at the end of each citation. The citation convention is mandated by the Mississippi Secretary of State. For example:
