The Water Pollution Control Revolving Loan Fund (WPCRLF) program will accept and encourage the electronic submission of payment request forms (NPELF8), along with supporting cumulative invoices and, if under construction, any necessary Davis-Bacon and BABA Certifications. In accordance with state regulation 11 Miss. Admin. Code Pt. 6, R.7.3.H, Construction Branch receives, reviews and approves executed payment requests only made by the loan recipient, in accordance with the WPCRLF loan agreement and the loan recipient’s executed and approved contracts for eligible services and construction for work performed within the project scope and budget period.

Instructions

All submittals should be scanned in color and signed with colored ink. They should be accompanied by an executed Payment Request Form (NPELF8), executed cumulative invoices, in accordance with the contracts for such work, for all costs for which payment is requested. If your project is currently under construction, please include the necessary executed Davis-Bacon Certification and Build America, Buy America Certification. Documents should be submitted in a pdf file format.
